Cure light wounds is a daily power available to clerics at 2nd level.
If this power is used on a character with a positive number of hit points (HP), the character regains hit points equal to their healing surge value. If this power is used on a character who is unconscious/with a negative number of hit points, the character stabilizes (HP returning to zero) immediately (no check), then regains hit points equal to their healing surge value.
This power does not require either the healer, nor the character being healed, to spend a healing surge.
