Trigger: user misses an attack or fails a saving throw
Effect: "You gain a +4 racial bonus to the attack roll or the saving throw."[HotFL:272]
Heroic effort is a racial encounter power available to humans at 1st level who select the Heroic Effort racial trait.
1st level humans may choose either Bonus At-Will Power or Heroic Effort as a racial trait. Bonus At-Will Power grants an additional 1st level at-will attack power from a class the human possesses.[PH:46]
