A monster theme is a topic and set of powers pertaining to a given creature. It is meant to give flavor and unexpected powers to monsters, based on a circumstancial situation specific to those monsters.
When applying a theme, the GM may add one attack power and one utiliy power from the set of powers available to the theme. [Dr375:128]
