A parrying dagger is a defensive weapon, so a character proficient with the parrying dagger gains a +1 bonus to AC while wielding it. A parrying dagger is also an off-hand weapon. A character can use a parrying dagger to make attacks even while holding another one-handed weapon in the other hand, and can use the other one-handed weapon to make attacks even if it isn't an off-hand weapon.
A rogue with the Rogue Weapon Talent class feature and proficient with the parrying dagger can count a parrying dagger as a dagger under that feature, gaining a +1 bonus to attack rolls.[AV:10]
No class has proficiency with the parrying dagger as a class trait, but any character can become proficient by taking a Weapon Proficiency feat.
