Effect: The burst creates a zone until the end of the user's next turn. Each creature within the zone is blinded while it remains in the zone. Each creature vulnerable to radiant damage that starts its turn within the zone takes damage equal to double its vulnerability at the start of its turn.
Radiant pillar is a 3rd-level wizard encounter attack power. It creates a zone until the end of the user's next turn. The zone blinds creatures within it, and damages any creature with a radiant vulnerability that starts its turn within it.
