More damaging than the other ranged at-will attack power, Paint the Bull's-Eye, and since you are at range, the drawback of granting Combat advantage is unlikely to come into play, making this a solid bread-and-butter damaging at-will. However, as the Warlord is a support class, the buffing aspect of Paint the Bullseye makes it generally the superior option, and if you are looking for a second at-will that works at range, Direct the Strike is likely the better option.
