Sigil, the City of Doors, is a demiplane.  It is a massive city with sections connected to each of the planes of existance in the Astral Sea, the Elemental Chaos, the mortal world, the Feywild and the Shadowfell. The citizens reflect the plane nearest where they dwell and many creatures from the domains live in the city. However, it is hardly peaceful.  With such a large and mixed population, Sigil is known for crime and violence against the poor, foolish or those not careful.

Sigil is unaligned and ruled by the Lady of Pain. She is greatly feared and respected not only by her own citizens, but by all that know of her. No army or god may enter the city. Within Sigil, the Lady of Pain's word is law, and even her whim can alter the cityscape.

Vecna desires control of Sigil as part of his plan to reshape the cosmos and become the only god in existance.
