You make a complex illusion of a creature or an object to fool your enemies.
Effect: The illusion of a creature or an object up to Medium size appears in an unoccupied square within range. It can make sounds and can move within its square, but it cannot leave it. Each of its defenses is 10. The illusion lasts until the end of the encounter, until an attack hits it, or until a creature touches it or moves through it.
An Insight check (DC 15 + one-half the user's level + the user's Intelligence modifier) allows a creature to determine that the image is an illusion.
Spectral image is a 2nd-level wizard encounter utility power. It creates an illusion of a creature or object in an unoccupied square until the end of the encounter or until dispelled by being hit, touched, or moved through.[Dr381:66][HotFL:210]
It is a weak choice as it doesn't have much use outside of roleplay. However, some GMs may have the effect useful in combat with some creatures reacting to the new creature that appears, deflecting a few potential attacks. [1]
