Hit: "3[W] + Strength modifier damage."

Miss: "Half damage."

Effect: "Each ally adjacent to you or the target can use his or her second wind as a free action."

Surging assault is a 5th-level warlord daily attack power. It allows adjacent allies to use their second wind as a free action. It also damages the target on a hit, and deals half damage on a miss.[Dr384:51]

Surging assault was introduced in "Class Acts: Warlord: Keys to the Battlefield" by Robert J. Schwalb in Dragon #384.

CharOp Evaluation: Poor [Char-op Warlord]

This power has the misfortune of being at the same level as Stand the fallen, which is nearly identical but has much greater range. One small upside is that since this power grants use of Second wind allies also get any attached bonuses such as an increase to AC, but that doesn't really make up for it (and Dwarf allies can already use their Second wind pretty easily).
