Twilight Guardian Path Features

Elfsight (11th level): You ignore the −2 penalty for attacking an enemy that has concealment. Also, your racial bonus to Perception checks increases to +4, and the racial bonus to Perception checks that you grant through your Group Awareness racial trait increases to +2.

Accurate Action (11th level): When you spend an action point to make an attack, you can make two attack rolls for that attack and use either result.

Twilight Walk (16th level): You ignore difficult terrain.

 Hit: 2d10 + Wisdom modifier damage, and the target is restrained (save ends).
 Effect: The blast creates a zone of writhing plants that lasts until the end of the encounter. Any enemy that enters the zone is restrained (save ends).
 Special: When you gain this power, choose Intelligence, Wisdom, or Charisma as the ability you use when making attack rolls with this power.

Character optimization[]

In general, the focus of this paragon path involves the action point feature (rerolling an attack roll), the 16th level feature, the utility power and the high-powered attack powers, even if they're a little close range. The elfsight feature was considered weak and possibly overlapping if you can already ignore cover or concealment.

Overall, it's considered either good choice provided the paragon path doesn't overlap with the function of your own powers. Only the avenger was considered a weak choice as it mismatches being a striker, while the wizard was assigned an average rating for this paragon path (although nice, the control effect isn't as good as what the powers do normally.)
